I can only guess that that manual's oil service interval line is a typo.
The Aussie manual (CB1100A) that I am using has the bold "R" in every block including the 600 mile block and every one on that line, which is every 4K. No wording at all about every 4K, just the R at each 4K interval.
The Owner's Manual for the Australian CB1100 calls for a service at 1,000kms or 600 miles. The oil and filter are to be replaced.
By the way, OldTimer, I reckon you have to read that European manual as saying the oil should be replaced at every service, including at 600 miles.
Maybe Honda put better oil in the Euro bikes than they did for the Aussie bikes and it doesn't need to be replaced?

Yeah. They probably use 10w-30!

I'd rather be safe than sorry so it's coming out. Not worth the risk for a couple of dollars. Consensus of opinion is the internet has a typo. Thanks for clarifying it. Now to go find my manual;-)
Definite mistake, change that oil! And tell Honda!

Respectfully, I don't think it is a mistake, Elipten. It's not as clear as the Australian manual, but there seems no doubt to me that the OM Oldtimer's looked at says he should change the oil at 600 miles.
OldTimer, you might want to suggest that Honda makes it clearer.

Don't think this is the same manual we got in US, AUS, NZ, CA however I don't think the countries listed get to " skip" the 600 mile oil change. I suspect it's just a typo.
