It does. This is maddening lol
... and the tire arrows are "in and in".

I think the chain arrows are a simplified format to indicate "difference" in chain swing, versus "up" and "down". I am unsure how much it goes down in static position. A few millimeters?

On the zoomed image it does appear gravity is strong on that label.
