From Wikipedia : Hoon is a term used in Australia and New Zealand, to refer to anyone who engages in loutish, anti-social behaviours. In particular, it is used to refer to one who drives a car or boat in a manner which is anti-social by the standards of contemporary society, i.e. too fast, too noisily or too dangerously.

So, basically a hoon is what we would call a squid,,,although I don't think you'd ever see a newscast referring to someone as a squid.

The term has become sort of respectable. In some states of Australia we have what the press and politicians refer to as 'anti hooning' laws. They allow police to confiscate vehicles used by hoons for hooning purposes. It's a great word and has been around for a while. In its more refined modern usage it refers to a particular class of dipstick that I, for one, have no interest in joining. They're the sort of people who think nothing of trashing thousands of dollars worth of tyre in a single spectacular burnout. They must be rich.

This bloke is apparently a classic: flaunting his stupidity in front of the police. He will probably emerge from his court hearing complaining about being treated unfairly.

I think its interesting that when the police tried to pull him over that he "indicated" before changing lanes and racing off

I see hooniver used a lot in car websites such as Jalopnik. Also Hoonigan and Hooniverse are good examples.
