but you can order them at your local Honda dealer for around $3 apiece and pick them up in a couple of days

Dumb question: what's the purpose of these?

No one is 100% positive, we only know that most all of the CB Hondas from the early 60's to the late 70's's wore them, and the CB 1100 looks great wearing them. (not 100% of members are in agreement with that last point).
