That's interesting, I wonder how many drivers actually understand why? I only rode through Colorado and didn't leave the Interstate except for a brief stop in Glenwood Springs to bleed my brakes, I didn't see those signs or I likely would have taken a picture of one - I have a thing for unique (to me anyway) signs.

In Canada major highways have a posted minimum.

I believe the unposted highway minimum in Ontario is 20 KPH under the posted speed limit. Most people drive highways at 10 to 15 KPH over the posted limited. If you are holding up traffic deliberately you can be ticketed for impeding the flow of traffic. If it is not intentional you may be stopped to see why you are driving so slowly. If it is not drugs, alcohol, or a safety problem; you will be stopped only long enough to let the parade of frustrated drivers pass.

Florida is full of old people so i am use to the little old Q-tip in the 80's Lincoln in the left lane going the same speed as the old guy in the right. What gets my goat is having to follow an oil burner or poorly tuned diesel doing the mobile road block. many times i just pull over and give them a mile but can still tell where they pulled off.

I remember my first visit to Florida. On a quiet street in Fort Lauderdale a little old man in a Lincoln bumped into a little old lady in a Cadillac at a stop light. Both wiggled out of their cars to see if there was any damage. Then politely got back in their limousines and putted away. Top of the line bumper cars.
