It happens to mine, but my solution is to fill the tank slower from the beginning. Also I tuck the nozzle under the lip of the filler neck so the fuel doesn't pour straight downward. I still have to top, rest, top, but usually it's just 2 or 3 clicks. I do try to get it right to the lower edge of the filler neck, though. That's not so I can eke out a few more miles, but so I have consistency on my range estimate. I still stop 20-30 miles before I have to, but it's comforting to know that I actually have 20-30 miles left and not 5-10 or something.

Maybe the U.S. tank has a different filler neck. That's the issue I've observed on mine. The filler neck extends about 1.5" below the top of the tank. As the fuel level reaches the bottom of the filler neck, it will fill up the neck first. When the fuel flow is stopped, the fuel drains out of the neck to the level inside the tank. Basically, what you're doing as you try to top off is repeatedly filling the neck, then waiting as it drains into the tank.
I hardly ever bother trying to do that. I experimented once and found the difference between filling to the bottom of the neck and completely topping off was about 2 tenths of a gallon. Not really worth the time and effort unless your next fuel stop will be close to the range of the tank.
I think, the intention of this neck is to stop fueling below the top of the tank. There should me a small air reservoir to allow expansion to adapt to temperature changes.
Filling completely to the top will only drain over filled fuel thru the level drain, which is a small tube ending near the center stand.
Managed to do so once...
