Yeah, that is the intention of rain mode - to remove available torque.

I suppose the good thing is that mode is selected by choice and not chosen for the rider.

Exactly, I think RAIN mode is a good idea. I'm not sure I would need it on my CB1100 but I'm glad I have the choice on my Tiger 1200 in rainy old Ireland. 147PS is too much on the back wheel on a wet road.

The point is that the voiceover in the video described the bike as "Rain Mode, with no rain necessary." Why would I ever want the power delivery to feel like it's in Rain Mode when the road isn't wet, especially with what is already a very tame powerplant?

Rain mode is there because this bike is targeted at beginners and urban dwellers, people who don't necessarily need it want all the power and torque but they want a "proper big bike"
Rebel 1100 is the new entry level cruiser, and Honda seems to think that with Sportster out of the picture and at a really affordable price, it will sell like hotcakes.

Good news is that in two years there will be plenty used Rebels for sale at ridiculous prices, people will be picking them up and modding them, doing wheelies and burnouts, and that's where the status of an icon will begin

First off, it's an ad. Ads for bikes are usually chock full of superlatives and jargon even when the sentences don't make much sense (see "Devours curves one by one"). With regard to "Rain Mode, with no rain necessary", though, I think they are trying (feebly) to ballyhoo the torque control feature she mentions in the previous sentence. My guess is that they did a lot of market research on what women riders want in a motorcycle. I can tell you only anecdotally that traction control and ABS are right up there with weight and seat height for at least 3 women riders I know.

The women riders I know spend a lot more time shopping for bikes because there are so few bikes that fit their needs/wants. It's refreshing that Honda has made a bike that will likely appeal to that market segment.
