I think this is to allow bikes that use normal 22mm or 7/8" (22.1mm) bars to use a 1-1/8" (28mm) fat bars while also raising it about 20mm. It won't work to raise the stock bars.
You could buy a pair of stock clamp tops, flip them over and use with longer bolts. This assumes that the top faces are flat.
