That "cover" is a heat shield.

From the '13 manual. Remove the gas tank
Remove the following:
-ignition coil assembly
-turn signal/position relay
-ECM
-bank angle sensor
Remove the left and right trim clips
Remove the bank angle sensor connector stay from the heat shield
Release the ECM box from the bosses then remove the heat protector assembly
Separate the ECM box and heat protector
