Unplug the white 6-pin connector inside the headlight case, and, on the harness side, check for a ground on the blue wire with the red tracer. The switch is normally closed, and provides the ground to the indicator. The power to the light is on the circuit board that feeds the rest of the instruments.
If you need to take the instruments apart to check wiring, unbolt the whole assembly's 2 bolts under the top clamp, and lay it all on a big towel on the dining room table. There are about 25 screws to get to the last part of the wiring that plugs into the circuit board.
The LED is on the inside of the circuit board of the tach itself, held on by one screw, but you would have to pull the tach needle off to access it, and unsolder the LED. No spec on the LED values, or diagram of the printed circuits are available. Hopefully the problem is a poor or open connection somewhere.
If it's deemed not easily repairable, I'd drill a hole in the center steering nut for a nice big red LED, run one wire to any switched-on power, and the ground to the oil pressure switch. The early Japan market CB750s had a nice big red light as a speed warning.
