CB, no. It is just a shorting plug. And, I just now dug it out and metered it. Dead short, zero ohms.
Looking at a wiring diagram, the brown wire goes directly to the ECU. The pin it goes to is labeled SCS.
So, put a ground on that input and the ECU will do the flash codes if the setup is followed. Just a logic level. I imagine there is a pull-up resistor in the ECU that holds the line high when not grounded. That kind of thing is common in digital circuits. I’ll have to look at that someday when I have the side cover off.
