You are not alone. Same thing here in Canada. I already went through this with no success.

I had a good friend who tried to bring back his CB1300 with no success. The only way he figured he would be able to do it was to mail the parts back (take the bike apart) and reassemble it and title it as a custom bike, like any custom built bike.
Not sure if he ever did it.
