This is a sad fact and as mentioned elsewhere in this thread the increased deaths are also seen in the statistics for automobile deaths. My understanding is that spikes in moving vehicle deaths by returning servicemen have been officially observed as early as WWII and anecdotally before that. There are many causes but the summary is that risky behavior and moving vehicles increase the chance of a significant accident and subsequent injury or death.
I think NCIS might have been trying to draw attention to this significant and old problem which continues to affect recently returning servicemen, though the way NCIS presented it certainly unfairly singled out motorcycles. I mention this because Donald Bellisario, the producer of NCIS as well as Magnum PI, JAG, and others, traditionally uses storylines and character development which subtly support the issues of servicemen.
It would have been preferable if NCIS had brought up this important issue without limiting it to motorcycles because by doing so it keeps us from understanding and mitigating the actual causes of the wider problem.
