This additional brake line is only there, if you have the so called "combined ABS" (C-ABS).[1] Yes it's right, most of the Honda bikes which have ABS have normally this C-ABS. But some models just come with the simple ABS, so they have the ABS rings on front and rear rim, but no additional wire at front.
[1] With the C-ABS, operating the rear clutch will also actuate one (of the three) brake master cylinder of the right front brake disc of the CB (sometimes it also acts on the left brake disc, depending on the model).

Wow - I didn't know so far that on some models the sticker is missing and that it seems to be mandatory on European bikes.
On my CB 1100, the C-ABS sticker is below the gas cap (together with some safety instructions for the very dumb). Above the gas cap is the sticker for HISS (immobilizer).
