I'm not sure it's purely a 'take advantage of the troops' thing. I think it's a broader 'take advantage of suckers' thing. Those fees are tagged on every bike at every dealer I've visited. Same with car dealers. Window etching, fabric sealant, pin striping. Advertising fees. All added on at ridiculous markups. Negotiate, and walk away if you don't like the deal. But if I was a dealer in the Pendleton area, I would try a no fees for veterans deal, see if it worked.
