Noticed that, and t-handle wrenches sticking out of the top clamps. Assume it was setup to allow folks to easily move the bars fore and aft, without levers, cables, hoses, etc. hindering movement.

Quite sure that the missing parts were missing to allow a potential buyer to adjust the bars to her liking.
Really liked the colors on the 40th Anniversary Goldwing. Still a wonderfully refined machine.
