Somewhere since the 1980's the definition of "motorized vehicle" lost its way in a bureaucratic steaming heap.

I know if I rode a modern, fast, and unplated EVbike on the roads like many punks seem to do these days during the 1980s, the cops would haul me over, cite the violation, dump the scooter into the trunk and my azz into the back seat of the cruiser.

But that is not done today.
