I had something similar happen when I bought my '08 Concours 14. When I got it home it had a place on one of the ribs on a saddlebag where something had rubbed the bag in shipping, all the way through the paint. I took it back and they swapped my bag cover with another new bike sitting in storage. Now, I don't know if they warrantied the slightly damaged bag cover or not (maybe not) but I didn't really care, my problem was fixed and that was all that mattered to me.
