I was a new car dealer for 25 years. I have never heard of such a thing, no it's not normal, and it certainly isn't right. I have swapped wheels between two brand new cars but never between a new car and one with miles on it and I certainly wouldn't put a defective part from a customer vehicle onto a new unit for sale. What that dealer did was insane. Time to find a new dealer and steer clear of that one.
