The oil filter is tightened with a torque of 26 Nm. That's heck of a lot for an oil filter. The ones I have known so far get just tightened by hand.
You can order the Honda oil filter as a set of filter + hex nut, so you can use a standard tool and a torque wrench to mount that beast.
The Honda part# of the set is 15010-MCE-H51 and you can see it here, ref# 2:
