It will definitely be fail-safe and operate just like a bike without ABS if the electronic side of things fails (no one would design a system that wasn't). That said, having the ABS does introduce many more points for hoses and seals to leak, which would of course act like any other brake leak.
My ABS has been reliable for the 3 years or so it's been up and running, but it hasn't really been abused or put to the test in terms of use or mileage. I wouldn't be scared off by the ABS, I've never heard of a Honda system failing, except for one or two guys on the CBR forums talking about how theirs went through parts under warranty because it didn't work since day one.
