Those braided whips actually have a break away clip. They are not secured permanently to the lever. They are weighted on the end so they don't flap all over. They were made as a form of protection that can be pulled off therefore unclipping immediately. Some not so nice bikers can un clip it on the go and break the window of a car in which he had a dispute with. It's kind of a 1%er type thing as they have club colors. Some non association bikes have them for the look.
