In Australia there is very limited tolerance for speeding. 10 kph over and you’d cop a fine. The further you are over the speed limit, the bigger the fine, although not related to your income!
Punishing a driver with a $150 fine who is racing a 2023 Lamborghini versus another hot roddin' down the road on a 2013 CB1100 deliver different perspective messages to each. Not saying it is right, but delivering a so called $15000 fine to the Lamb has the desired impact that is possibly similar to the CB example.
