Riding on grooved or milled pavement?

I don't worry about bridges with grating, but I slow down when they're milling up old pavement, not because of the grooves but because of the debris that's left behind. I've seen piles of asphalt that looks like sand and rocks from milling that they don't bother to remove right away.
