In Eur, the general rule for minimum speed is:
-minimim equal to halve the general max speed for that road (e.g. max for highway is 120km/h, so you have to drive at at least 60km/h).
-there is no minimum in urban roads (max: 50km/h)
If you can't drive above the minimum speed (emergency/broken vehicle, special vehicles, tractors, mopeds...), you must use the hardshoulder as much as possible.
