It's hard to argue with you about the specific circumstances chync described, KiowaEagle. Indeed the same thing has happened to me recently. However it continues to seem to me a bit of a stretch to say that these circumstances only arise because people are "... clueless, rude, or blatantly should not be on the road ...".
