You definitely can use Grip Puppies over the OEM heated grips and/or over the adhesive-backed heaters.
I had a set of Heat Demon grip warmers on my original 2013 and they worked fine. I had an identical set on my wife's bike and they melted her leather glove. The Heat Demon people sent me a replacement set and paid for her replacement gloves. I may install my replacement set on my bike, but I'm still leaning toward biting the bullet on the OEM grips.
