I use leather saddlebags on my CB. Have put them over the seat, tighten them a bit together by their handgrips with a flexible strap, so the one on the right side doesn't touch the muffler of the 4 in 1 exaust. Works for me and a passenger can sit behind me without any problems. I tried out to put the linking piece of the bags under the seat but that didn't work out fine. There isn't enough space for it and unluckly you are not able to remove the seat anymore, because the mechanism for removing it is now being hindered as I find out. Nevertheless I got the seat removed after quite a while and some attempts. Ever since I fixed the bags over the seat in the described way and also to mounted saddlebag holders at each side.
