What town were you thinking would be a good spot to be a base of operations?? The whole top third of the state seems to be covered in mountainous areas and national Forests.  All that is Ideal for a multi-day ride gathering like this, so you're not hurting for choices.  It just comes down to who which town has the best location to launch multiple entertaining loops and has access to good lodging.

Pleasanton, CA. It is more affordable than most other cities in the East Bay, incredibly safe, well managed, and  pretty. There are well maintained highways and back roads. 

It also has quick access to airports, motorcycle shops, quaint downtowns, beaches, mountains, twisty roads, vineyards, The Muir Woods, and the Golden Gate Bridge.

And if someone wanted to ship a motorcycle, I could serve as a depot for both receiving and returning the motorcycle.
