It is using the GPS chip in your device to know location, direction and speed. For most devices the gps electronics are part of the cell phone chip, so the non cell iPads won't know location and the same for the older iPod touch devices. That has been changing as I recall on newer model devices so that even without cell chip the device still has gps capability. Read the fine print for the device.
Remember cell technology is different than gps technology but what makes the smart devices great is so much capability in one device. Cell, gps, inclinometer, compass, accelerometer. It is amazing technology. Truly Star Treck!
