I have a pair of these Sedici pants: http://www.cyclegear.com/SEDICI-Alexi-3-...ycle-Pants that I've worn both over my jeans or simply over my under garments (use your imagination on just what those might consist of - if you guessed Under Roos, you're not far off). There is built in armor in the knees but none in the hips. It feels rather heavy duty and with the removable liner in place, it keeps me pretty warm in temps into the low 40's. We just don't see temps much colder than that where I am so I don't know how it would do when the temp dips lower than that. It has decent sized cargo pockets that close with Velcro on both legs as well as small zippered pockets on each hip. There's a zipper to attach to a jacket - something I've never attempted and zippers on each calf allowing for easy removal over boots. I've been in the rain with them and they've kept me warm and dry. I've had them for about three years and they still look new. I believe Sedici is a Cycle Gear brand and they come with a lifetime warranty.
