Are you certain that is not residual adhesive that the WD40 did not remove? If it is, 3M makes an automotive adhesive remover that you probably can find at a well-stocked local NAPA store or at a store that specializes in automotive paint supplies. I bought a can years ago and it will likely last me the rest of my life.
