I suppose whether or not liners or layers are the best choice has something to do with the temperature range where you live. I live in Texas, and different liner choices work very well for me, but might not for someone in a different part of the country. I did read the thread referenced by the Ferret, and do agree with at least one point. The rain liners I also think are best worn over jackets instead of under. The Joe Rocket rain liners are actually more like a windbreaker, and can be worn over a riding jacket, or as a stand alone wind breaker. It makes total sense to me to wear the rain liner over the riding jacket as a result, to keep the riding jacket from getting rain soaked. Who knows why the manufacturers thought rain liners should ever be worn under? Maybe those liners at the back of the closet should be listed on EBay, or in the gear for sale section of the Forum?
