Sometimes, where applicable, if the rubber grommet mount point is squeezed too tightly, the surrounding metal flange (the area the rubber grommet is supposed to insulate) gets just slightly pinched enough to make inconsistent contact with a frame member. A pre-torque down "settling ride" would help indeed.
