I only use my flash to high beam to warn on coming traffic of a speed trap ahead on the highway.
I do this all the time in city traffic. My general goal is to be where the nearest vehicle (the one most likely to cause a problem) can see me.
On most of the major streets I'll have traffic on either side of me. I position myself so I can see the nearest driver's face in the side mirror. As I move into his blind spot, I shift over to the other side of the lane so he can see me through the side window. Once I'm next to him and definitely noticed, I position myself where then next nearest driver can see me. This all results in me going down the road constantly shifting from one side of the lane to the other.
