Two friends and I rented small cycles for a weekend in India while studying abroad. Another friend rode with us 2 up, and we switched off who had the passenger. We were in a relatively small city for India (about 700,000 population). Traffic seems insane at first, but finding the flow and staying super alert got us around fine. It was exilerating! At one point my passenger had to squeeze her legs in tight so we wouldn't get smooshed as we squeezed through a bus and oncoming freight truck! The lanes don't mean much, or any rules for that matter, but we found the other drivers were at least paying attention (no one texting or on the phone! And not because they don't have that, they do) and there was a "safe" flow within the madness.
