I've gone through lights here in Vancouver. Most are on timers, but there are a couple that will never cycle unless you trip the coil. It's always way late at night with noone else on the road near me and after a full stop and wait. Never had a problem.
One thing that actually does work well here is that they seem to put push-to-cross buttons in for cyclists at most intersections, which are basically in-line with the curb so you can just push them from the street without getting off the bike. Seems to mitigate the red-light problem in most cases.
