I've parked at BWI and DCA with no issues. Kennedy Center in DC, Kimmel Center in Philly, Shirlington in VA, UMD, National Harbor, etc

Is it just Baltimore or do other cities have this? I think anyone talking liability or "safety" is just bluffing.
