It can be as easy as you said if the space is there. A draftsman's time and some paint. Maybe signage too. There are individual state laws about clearances in parking lots to consider though. I designed a one a long time ago in tech school. If the city hall doesn't care about it there's probably a lot of red tape the deal with to try to make anything happen.
