Seems ridiculously “conditional” and arbitrary to me. IMHO, laws and their enforcement should be black and white, and not discretionary based on whether the officer “liked” your last left turn or not... A no helmet law, should mean no helmet law.

Knowing Texas a little, I wonder if this mod isn’t to allow officers to pull over helmetless MC gang members whenever they want to...
