Yes it is. It's that funnel effect I mentioned.
The ocean rushes into the bay, which is a dead end, and with high cliffs on all sides, it has no place to go but up. When the tide goes out, it really goes way, way out, and it's hard to believe that it was so high only a few hours earlier.
If you Google "Bay of Fundy Tides" you will probably find time-lapse videos and pictures of the tide rising and falling.
