Maybe closer to the truth is they don't want to take ownership of the fact that their wants are obnoxious to most others. Even closer: They don't care.

Side story:
There is a hamlet about an hour north of Toronto, Ontario, Canada where provincial police have been ticketing bikes violating the noise law for a few years now. Most of them have been HDs. Not a profound statement by no means, but the locals did take the action.
