Is the bike at a Honda dealer or an independent shop? The Honda dealer might have a new or customer bike he could compare to, or at least would be more aware of how things fit.
As a former service manager who has written hundreds of estimates, I would not recommend authorizing repair until the estimate is agreed upon. It is your right to accept or dispute the estimate.
Insurance companies don't want to pay for a partial repair, then find out they have to total the bike. That is usually what happens with a bent frame.
