Basically the same attitude you have, when you run 120 kms in a 80km zone. (unless you don't do that, in which case I'll come up with another analogy )

I disagree. Did you see the video where the engineers discussed at length their design goals for the CB? They specifically said that performance took a back-seat to having a smooth, easy to manage power band that made riding the bike like "taking a walk in the park." The only time "power" was mentioned was a passing comment to the effect of "it's there if you need it."

They may have put the speed limiter on the bike to meet a Japanese legal requirement, but I think that was irrelevant in context with the overall design.
