No, it doesn't move. The rear peg attaches to the long silver bracket that attaches to the frame, not the swingarm. The seat, frame, pegs (front and back), etc. all remain in relation to each other. Only the wheel and swingarm move.

Now, if you attached the tie down to the swingarm instead, there would be beer all over the road!
