The bar end weight on the throttle side turns so if your hand is too far out while you are twisting the throttle the bar end will turn with the throttle. The one on the clutch side does not turn. If you don't want it to turn freely, grab the weight and tighten the Phillips head screw in the end of the bar weight. They can still be forced to turn by rotating the entire weight assembly inside the two rubber doughnuts that are wrapped around the ends of the interior weight.
