Yes, Soulmachine. The Honda part number 08P70-MGC-N20 engine guards will fit perfectly on the 2013 CB1100. I bought them from Pro Caliber for $148.50 and installed them on my '13 CB.

tried to loosen the bolt on the frame and it did not budge.

The easier way is to unthread the NUT, not the bolt. From the factory, it looks like the bolt's shaft got a chalk coating applied to it. The chalk prevents the bolt from rotating inside the frame. So if you're trying to unfasten by wrenching on the bolt head, you're fighting against some additional friction.
