When I put on a Staintune I blocked the PAIR Valve to eliminate decel popping and I bypassed the O2 sensor with a Sensor Bypass Plug to richen up the bottom end. Both processes are quite well documented on this forum in the "how to" section and easily searchable.
I didn't have much decel popping with the Staintune, but with a short pipe like you want, you probably would.
is there a practical reason to avoid decel popping, or is it just a thing to do?
It is largely a personal preference. Some like it, and if your intention is to make your bike more noticeable, then keep the popping.
Popping usually only occurs when rolling off the throttle or decelerating, so it is not necessarily an indication that you are running dangerously lean all the time.
There are various ways to prevent decel popping:
1) Eliminate air leaks in the exhaust.
2) Bypass the injection of fresh air in the exhaust to burn off pollutants - by Popping! (Block PAIR Valve)
3) Use a fuel manager (i.e. Power Commander) to richen the A/F mixture just off idle.
4) On some bikes like the CB1100, using an 02 Sensor Bypass Plug also richens the mix just off idle and may help (in conjunction with blocking the PAIR Valve).
