I seem to remember that ST1300 wasn't offered with a top box in the US because of UK and European complaints. But I also recall they eventually had an interim plate between the rack and box that was rubber mounted to allow some side-to-side jiggle, like record turntables (phonographs).
On some cruiser saddlebags (VTX1300-1800?), they also also had them spring-loaded to allow them to sway a bit.
