I think you are looking for something called edge trim molding. Look for the type that has little aluminum teeth imbedded in the rubber backbone to help apply tension to the rubber grippers. No adhesive required, and does not damage painted surfaces.

I guess be sure the tank edge does not have any exposed bare metal prior to applying the trim. Otherwise, moisture will eventually find its way inside the trim and fester around bare tank seam.

Hmmm...yes, you have a point there. I have to see how easy it is to remove this trim on a regular (annual?) basis to inspect & clean the edge.
